The Bids and Awards Committee (BAC) of the Environmental Management Bureau Regional Office No. III (EMB-R3) in partnership with the Government Procurement Policy Board organized on 04-05 March 2021 an online training on Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act,” its 2016 Revised Implementing Rules and Regulations and Issued Resolutions.
The Head of the Procuring Entity, Bids and Awards Committee (BAC), BAC Secretariat as well as selected end-user representatives of EMB-R3 whose duties and responsibilities require a working knowledge on the procurement process participated in the training.
The training commenced with the Opening Remarks which was delivered by BAC Chairperson, For. Redentor M. Laureta, wherein he stressed the importance of incorporating into the operation of the Office the government’s procurement reform initiatives and promotion of awareness regarding the process of procurement.
Ms. Gracela A. Ortiz (Chief Budget and Management Specialist) from the Department of Budget and Management Region III (DBM-R3) started the first session and presented the topic titled “Procurement 101 (Key Features of GPRA and Procurement Organization)” in which she discussed the scope and applicability of Republic Act No. 9184. Then, Mr. Reymon L. Romero (Budget and Management Specialist II), also coming from DBM-R3, discussed “Procurement Planning and Budget Linkage, including Early Procurement Activities.” This included lectures on the significance of procurement in the government operations and the crucial role that planning plays for its successful facilitation.
For the second day of the training, Mr. Antonio M. Bautista (Computer Maintenance Technologist III) from the Department of Energy shared topics on Standard Bidding Procedures for Goods and Services as well as Efficient Procurement Measures during State of Calamity or Implementation of Community Quarantine or Similar Restriction: Simplified Posting and Electronic Submission of Procurement Reports.
The training was aimed at providing a refresher course among selected EMB-R3 officials and employees as regards the aforesaid provision and recent issuances of the government on the procurement process.
