On 17-19 March 2021, the Clearance and Permitting Division (CPD) of the Environmental Management Bureau Region 3 conducted its internal training with a title Capacity Development Training at Clark Marriott Hotel in Pampanga. The objectives of the training are to capacitate its personnel with several clearance and permitting processes and abreast them with recent updates on the environmental laws being implemented.
The training was graced by no less than Regional Director Wilson L. Trajeco, PME, PhD. In his Opening Remarks, Dir. Trajeco encouraged CPD personnel to work productively and be knowledgeable on every aspect of the division’s operation. Dir. Trajeco then quoted and elaborated further the words of Neale Donald Walsch which say, “Life begins at the end of your comfort zone.” On the same note, he urged the participants to welcome change and step out of their comfort zone to have a new perspective in work and life in general.
The OIC-Chief of CPD, Engr. Raldy R. Pagador, ME, DBA, toured the participants on the overview of the training. He mentioned that the training was long planned to better equip the CPD personnel with appropriate knowledge for work. After the overview, a pre-test was conducted with the highest result being 25 out of 30 items.
The training proper was then initiated with a presentation delivered by Engr. Vicente E. Dela Cruz, Jr. with a title Toxic Chemicals and Hazardous Waste Management (RA 6969). The presentations on the Land Use Conversion and the Philippine Environmental Impact Statement System were imparted by Ms. Ofelia Timbol and Mr. Mark Erron San Mateo.
To continue the discussion on RA 6969, Engr. Lily Amor Castro, Ms. Juvy Jurado and Engr. Joan David presented the Online Processing for Hazardous Waste Generator ID; the Permit to Transport (PTT), Transporter Registration Certificate (TRC) and Treatment, Storage, and Disposal (TSD) Facility Registration; and the Application Process of PMPIN, PCL, CCO and SQI; respectively.
On the 2nd day, RA 9275 or the Philippine Clean Water Act permitting was discussed by Engr. Ervin John Ventura, and the Online Application for Discharge Permit was then presented by Mr. Nebzul Benoza. On the part of RA 8749 or the Philippine Clean Air Act permitting and its Online Application of Air Pollution Sources and Control Installations, the Chief of the Air Permitting Section, Mr. Reymar Saracanlao, led the presentation together with his staff Engr. Keighley Nicdao.
Engr. Pagador delivered his presentation on the improvement of Environmental Compliance Certificate (ECC) and its Conditions, Discharge Permit and Permit to Operate Air. He also gave remarks and comments on all the clearances and permits being issued by the division.
For the discussion on Completed Staff Work (CSW), Engr. Climaco Jurado Jr. shared to the participants the objectives, parts and qualifications of the CSW. Engr. Jurado also laid down the mechanics of the workshop that was part of the 3rd day activity. After the completion of the workshop activity, a post-test was administered to all the participants. Among the 35 participants, five (5) participants got perfect score. Recognition and award were then given to the participants who got perfect score at the earliest time.
For the Closing Remarks, the Chief of Environmental Impact Assessment Section, For. Reynaldo Garcia, delivered his message in which he expressed his confidence that the training was very helpful to all as it became a venue to provide capacity building for the CPD personnel.
