The Property and General Services Unit (PGSU) of the Environmental Management Bureau Regional Office No. III (EMB-R3) facilitated on 18-19 February 2021 a program titled “Capacity Building of the EMB-R3 Personnel on Cash Disbursement, Road Safety, Public Accountability and Good Governance” at Marriott Hotel, Clark Freeport Zone, Pampanga. The training was participated by the officials and employees from the different divisions, sections and units of the Office.
The training commenced with the delivery of the Opening Remarks from the Chief of the Finance and Administrative Division, Engr. Elisa T. Dimaliwat. In her message, she stressed that the knowledge and learnings acquired from this training are essential for the improvement of the over-all operations of the Office.
The first session revolved around Cash Disbursement which was presented by Ms. Josefina M. Serrano (State Auditor V) from the Commission on Audit Regional Office No. III. Among the topics she discussed were the standard procedures on disbursement, cash advance, liquidation as well as the relevant issuances from the aforesaid agency.
Another speaker in the training is Mr. Mark Lester R. David (Senior Transportation Regulation Officer) from the Land Transportation Office Region III. He presented the topic on “Safe Driving” in accordance with the pertinent legal provisions of Republic Act (RA) No. 10913 (Anti-Distracted Driving Act), RA No. 10586 (Anti-Drunk and Drugged Driving Act of 2013) and RA No. 8750 (Seat Belts Use Act of 1999). This is to educate the officials, employees including the drivers of the Office on the provisions they need to comply with to ensure road safety.
